Where a tenant has users in different timezones they may set up a job queue with their local time. In these instances the job queue 'Starting Time' is their time, but it runs at the tenant time.
In our customers case it was 00:45 locally but 20:45 when run looking in the log entries.
If I look at the job queue card the 'Starting Time' shows as 00:45 (when I'm -4 hours to the user who set it up).
Would suggest there is a Database or Tenant time visible which means users can be certain about what time the job queue will run on the tenant/server so it's clear.
