When creating the quote, when manually adding a line at the bottom, it populates randomly at the top portion. for example adding line 17 to a quote actually ends up adding the line at 1.5

We would like it to add the line in the next sequence, so in the example if we were on 17 we would want it to add the next numerical process based on the line we have selected, in this case 18, not 1.5
