When two option fields are set to 'toggle' with control and added to a form, the two option fields displayed on existing records show '---'.

But, double-clicking on the '---' displayed in the corresponding field on an existing record displays the toggle.

This behavior does not occur when newly creating a record.

However for user this behavior might take as a bug.
