Current behavior:

For production orders, which include a quality order on their BOL, an error message "quality order has been generated" is showing when trying to report the production order as finished, even though the quality operations hat not been started. Also under the quality association no new quality order is generated. Therefore the production order can not be reported as finished!

Desired behaviour:

If the quality order has not been started yet, it should still be possible to report the production order as finished. The system should consider that no new quality order is generated in the quality association and realize that the quality order has not been started yet and that the production order can be reported as finished.
