If this is what I think, and the ability to (un)lock all the fields in a specific tab or section, then I agree entirely. The fact that you have to specify each field individually means that there is the potential to miss one (generally on the relock part of the rule) or have to remember to update the business rule as and when you add a field to a form can and sometimes does be a risk to functionality
