D365 Admin roles should be able to what Global admins can in CI

It would be great if D365 Admin role users would be able to create, copy and delete environments in CI. These abilities are provided to this role in the Power Platform and D365 space, so there seems to be a misalignment on capability here.

To my knowledge, there can only be one admin (owner) of a CI instance. It would be great if a Azure security group or role could be assigned instead
