The Australian Business Number (ABN) for a company can be validated via a query to the Australian Business Register web services, which are free to access.
https://abr.business.gov.au/Tools/WebServices
Current functionality validates that the entered number is a valid ABN, but not whether it is registered to the company, and whether it is registered for GST.
Suggest when the ABN is entered, Business Central checks registration and/or brings through the registered business name. This kind of functionality exists in smaller finance packages e.g. Xero, Quickbooks etc.
