There is a current POS permission which prevents a user from having multiple shifts in POS. However, there is a known design limitation with that permission where a user can still have multiple shifts as long as they suspend them. We would like to extend this functionality so that a security administrator can elect to:

*Allow multiple shifts <--current iteration
*Not allow multiple shifts <--current iteration
*Not allow multiple shifts (incl. suspended)
