The calculated delays program should show calculated delays also when items only have a coverage group on the item level, or uses the fallback in the planning settings.

The current setup that just don't show the delay when coverage is't fully set up is a risk and inconsistent. Setting the coverage on the item is especially useful on e.g. one-time configuration products.

As it works now a mistake in the setup of coverage creates a risk that we don't see critical delays.
