Fix the expense report receipt preview so that behavior is consistent whether you hover/click the filename text or icon. This is a bug that Microsoft support indicated the following:

"Unfortunately, this does not meet the criteria for a quality report to be created. What we can do is add this to the idea portal."

This is unacceptable support from Microsoft.
