Currently, users licenced as Team Members are unable to add/delete lines in the jobs/project module.

Our unique situation is we have 20 users (technicians) who are Team Members and we want them to be able to add service/items onto jobs.

Team Members area allowed to add Job Planning Lines, but not Delete them. It makes no sense that they can create but not delete. Adding and deleting planning lines are an integral part of being able to schedule Jobs, and should be enabled in the Team Member licence.
