When creating an Item Journal, it is possible to create and post a NEGATIVE ADJUSTMENT where the quantity entered on the line is NEGATIVE (thus creating an NEGATIVE ADJUSTMENT that actually increases inventory within the ledger entry) and it is possible to create a POSITIVE ADJUSTMENT where the quantity entered on the line is NEGATIVE (thus creating a POSTIVE ADJUSTMENT that actually decreases inventory within the ledger entry).

This behavior should not be permissible, or at minimum should trigger a warning for the user.
