Normally we are giving specific staff for creating Item, Supplier, Vendor, Account etc. and others we are blocking through window(field level security).

But for an example in the smart list, if the blocked user is searching for item, he could not zoom it (double click and open) since it is going to the maintenance window. So my suggestion is it should go to the enquiry window.
