Withholding Tax should have different exchange rate as compared to Rate on vendor payment journal. There are companies which do the accounting of foreign withholing tax using a different exchange rate as compared to exchange rate used for posting vendor payment journal. In D365 there is no option to consider different exchange rates in one journal.
