Current lead functionality is wasting time (intention for any CRM is to save time also) - when creating lead you first fill in contact and account data and only later you get popup that records may exist. What is the point of submitting all data and then finding out that it was for nothing.

Make lead creation process with lookup fields and avoid unneccessary data entry.
