We are seeing Microsoft error messages that are no longer meaningful. Believe this is something to do with Microsoft deciding to no longer expose the Inner error. Note, in the following no entry is made in the Trace Log (so there is no way to see what permission the user is actually missing.

This is just one example... This one is when a user attempts to Resolve a Case, but does not have sufficient privileges to Entitlements, error message that is displayed is:

Insufficient Permissions
You do not have (0) permission to access (1) records.
