Provide D365 Fraud Protection customers with the ability to apply a rule change to a group of rules simultaneously.

This would be helpful in various situations. For example, if a customer changes a score threshold, they may need to update several rules with the new threshold. Another example is if a customer is having a fraud attack at stores in Quebec, they may create new rules. If the fraud attack then moves to BC, they can update all rules to include BC. Doing each rule individually can take time and this can help expedite.
