When you're entering a timesheet entry using the quick form, you select the project and this unlocks the Task field. If you search for tasks you get the Option to Add a new one. This brings up a form with various depricated fields on it. Also if you try and fill the information and save it goves an error about not having a WBS ID.

It is not really relevant to be able to create new tasks while adding a time entry.
