The Administration Shell and the Development Shell are important Tools but you Always have to install the Client/Server to get them. Please make the PowerShell modules available as "install-module" via PowerShell Gallery.

While it could be convenient, then I doubt that it would be possible as most of the CmdLets are depending on the Client/Server files from the onprem installation DVD.
