This issue was already mentioned in Issue 329668 (Will not be fixed).
But I will try again to suggest this, because our customers also meet this issue.
Product template does not update the "Use transportation management processes" tick box
from the reference item.

To support this subject, in our case we are several users who create many articles daily.
The use of item template greatly helps and facilitates our work. (this avoid mistakes because our template is reliable and solid). The problem is that each time an item is created with the application of a template, all the fields take over well the information from the template, except for one, which is the “use transportation management” tick box.
Today we take the time and the habit of going to modify this parameter manually. But the human factor means that there may be oversights. We will greatly appreciate that this process can be done automatically when applying the article model in order to avoid any human error.
