Employees need access to the data in CRM to do their work, but they can also use the system to look at all the customers in there and make a copy of this (through screenshots), go the a competitor and sell them such a list. CRM is so easy to use, that this is a serious thread for sales organizations.
A solution should be available to avoid this. One option, is to add the possibility to let an administrator limit searches by introducing a minimum amount of characters in the search. This way, they cannot get a single list of all customers.
Another approach is to introduce some kind of setting which limits the paging functionality. If a system administrator marks 250 as a limit, then the user should not be able to page further than the first 250 records. Users should be able to find the record they need in the first 250 records, if it's not there, they should use better search filters.

Limiting access to your Dynamics instance overall and thoughtful application of security roles and privileges should be used to address this issue.
