When moving an Activity from Open to Completed or Cancelled the user is shown a pop up box that then makes him choose whether the Activity is Completed or Cancelled. If the user is moving the Activity to Completed, it should be Completed - no need for a decision. Same holds true for cancelled. Having the decision pop up box is redundant effort.
