The system SHOULD NOT ALLOW THE USER to RENAME ITEM when the new item includes special characters e.g '.......' . I had a case with a customer and had to write code to rename back.

Agreed, this can be solved for through Roles and Permissions. You can make fields un-editable through role center customization.

Actually no master files should allow special characters rename
