My idea / suggestion is to apply Translation Fallback system for outside environments which doesn't contains imported solution's base language.

For example, I'm using English as my organization's base language and creating solutions with this language (in a way, it's a global language).

But when I export (without any translation progress) and import this solution to another organization which doesn't support/installed English, but for example German base language, custom items such as custom tables, fields, and sitemap navigation disappear.

Why? Because solution doesn't contain German language translation. Instead of dissaper, solution can display included/designed language (in my case English) labels.
