Currently it is only possible to set a quality order association on the "Report as finished" and "End" events.

In our scenario, we need the quality order to be generated on the start event.

Here are the steps of the process we would like to support.

1. A purchase order is raised.
2. The purchase order is registered and posted through Item Arrivals with the "Quality controlled" flag enabled.
3. This generates and starts a quarantine order.
4. We would like the start event to trigger a quality order for the inspection.
