The notification bell icon shows the count of notifications every time the user accesses the app and there are still messages that have not been dismissed by the user.

Issue description

According to Microsoft's documentation in Notification center: The notification bell icon shows the count of new notifications. When you open the notification center the count is cleared. To access your notifications, select the bell icon on the nav bar. Would it be possible to change this behavior currently or leave suggestions for future improvements by Microsoft in this functionality?

New behavior suggested: The notification bell icon shows the count of notifications every time the user accesses the app and there are still messages that have not been dismissed by the user. Instead of the count being cleared when the user clicks on the bell, without dismissing all the alerts.
