When Lines are being generated in a Configuration Question Area, by using the update questions function, the No. is filled automatically starting at 1. There is no cohesion with the field ID. The idea is to start the number with 1000, so that is easier to change the order of the questions based upon the UI that is shown. This follows the line creation numbering.
