In order to enable Dimensions to flow between Intercompany Partners, it is necessary to add a hidden "Map-To IC Dimension Code" field (via Designer or Personalization) on the primary Dimension and Dimension values tables. The fact that this needs to be done is not mentioned in the current documentation and could only be discovered via a support ticket (where it was revealed to be a known issue). This should be in the documentation.
