I believe this functionality was deprecated in 2015, but is still in the 18.x installation scripts. The Link to download and install sends me to the Microsoft Store to purchase a new Surface device. If this is no longer supported, it should be removed.

PS: the same is true for the SSRS / Excel report re-deployment after an upgrade.. this should be disabled out of the box as it can cause big troubles and you don't have a real option to allow it to run or not (see this suggestion : https://experience.dynamics.com/ideas/idea/?ideaid=3df7fd99-6113-e911-9461-0003ff6885c6 )

One would have thought that Microsoft would have removed those options and just skip the window since it was officially retired after GP 2013R2... Shows how good the QA department checks the new releases :-)
