Hello
Financial Report is much more for Finance people such like Head Account.
Cost Accounting is for Cost Controllers and you have an OOTB data entity available that you can use with Power BI.
Other point Cost accounting is completly separate from the GL. Financial reporter is plug in on the GL.

From the Cost Accounting and with power Bi you should be able to have both.
