The Copilot pane (and Copilot icon) is controlled primarily at the environment level. It is enabled or disabled through Microsoft‑managed feature availability and the Copilot / AI feature settings in the Power Platform Admin Center.

When Copilot is enabled for an environment, all model‑driven apps within that environment including custom apps inherit this configuration by default.

Currently, there is no supported mechanism to enable or disable Copilot on a per‑user basis. While Copilot can be turned off at the individual app level, it cannot be selectively restricted for specific users within the same app once enabled at the environment level.
