Our D365 CE instance needs to require each user to acknowledge/accept our "Terms of Use" and "Privacy Statement" on first-time login. We need to disallow the user access to the instance without first acknowledging these separate documents and the system storing/recording their acknowledgment.

We also need the ability for users to navigate to these documents after they have access to the system and "opt out", which would drop them back to being disallowed access until they acknowledge them again.

We currently have a custom solution for this in our D365 CE instance today but can see that each D365 UCI app, PowerApp, etc. interface may have a unique business requirement to acknowledge a unique agreement. To do this at scale, we really need this out-of-the-box in the Power Platform.
