There are 4 Permission Sets for Edit/Send to Excel, seemingly 2 for each option (based on their names). They all allow you to Edit in Excel and Send to Excel. Provide more accurate Permission Sets that control this, as named, or whichever alternative path. Typically customers want strict control over these two functionalities independently. These 4 Permission Sets don’t work as described. Thanks.

Just because someone has permission to modify records does not mean that they automatically should have the ability to make sweeping changes via Excel. More granular permissions are needed.
