To qualify as a Microsoft ISV Development Center, applicants must: 

• Have a minimum of 25 developers on staff, all of whom have proven Microsoft development competencies.
• Complete no fewer than 50 ISV/development projects for other partners or those partners' customers.
• Provide at least 15 customer reference contacts to be surveyed by Microsoft.
