Unfortunately the old behavior (the HTML viewer) is not supported in SF environments. All reports are shown as PDF. So it's not possible to export the data into excel after preview on screen.
It would be great, if these coud be optinal. E.g. in user options.

That's a great idea.
Unfortunately there are some MS standard reports which are not designed for the pdf-viewer for example 'Fixed asset summary report'
