The mobile app in D365, does not allow PDF files to be attached from the phone.

Here is what i got from the Support Engineer at Microsoft, "I have investigated and confirmed with our product team that unfortunately uploading PDF files through the Dynamics Mobile App’s expense workspace is not supported at this time. The app can upload images and photos only."

It will be great to have PDFs as attachments because everything is scanned and saved as PDF files.
