users are not able to post the sales order proforma invoice for the CW items without picking , error message "Insufficient stock transactions with status Picked." triggers

Users are not be post the proforma sales order invoice for CW items without picking the error message triggers ' "Insufficient stock transactions with status Picked." This is not expected since there could be requirement where there is need to sell the goods to customers overseas and need to send the copy to customs before picking. Due to this limitation , this business scneario cannot be handled.
