The current design of user access to Financial Reporter is based on manually assigned user rights/roles in D365. So in case user access to D365 is based on membership in AD groups only, such user have no access to Financial Reporter. In case manual assignment of user rights is prohibited by internal security audit, then all users have no access to Financial Reporter by default.

So please allow access to Financial Reporter (esp. Design and Edit) also to users who have granted appropriate user roles from Active Directory groups to make it consistent with D365 user access based on AD roles.
