When you upload an image, it will be hosted on your Dynamics db (on-prem) or your Dataverse tenant which is not publicly accessible. In order to email out an article with an embedded image, that image(file) needs to be stored on a publicly accessible web domain. I've seen implementations leveraging a custom upload tool to Blog storage and exposing those files externally so the KB articles' embedded images could be rendered on Email, Portals.
