We would like to have the ability send campaigns and mail merge activities as another user.

Please correct me, but I believe this feature is already there, when you distribute the campaign activities it asks whom do you want to assign the activities, so the Marketing user might become the sender of all emails or make corresponding owner of the records as sender.
