way to configure a leave plan without entitlement attached to it
The ability to create a plan without the need of putting a entitlement to it. an example: Sick leave, everyone is entitled to days off sick but we don't necessary want to have a balance showing for this.

Remove Half Day Option
We should be able to deactivate the half day leave option as this possibility does not exist in some countries. In the leave parameters, we can only enable half day definition. We should also be able to remove the half day option the same way.
