The return and select all buttons are too close together at the bottom of the screen. If the user accidentally hits the select all there is no way to deselect the lines causing the user to have to exit the return transaction screen and start over.

Currently, we can setup manager's override on all Line discount % givem by the cashiers even though their permission says they can give 10% discount as an example.

. We currently have a certain amount of items that are weighed on a scale to label them in advance to demonstrate to the customer the weight of the product and the price. The concept then is to make certain that the POS uses the exact same weight and price that is on that label.
From your description, it sounds like you want to be able to weigh an item that has already been priced by weight (e.g. a whole chicken) to demonstrate that the label's weight and price are accurate. This is already possible using POS by connecting a scale to it. That said, some customization will be needed to display weight and price on a customer-facing display, and to not add the product to the cart which is the default behavior after being weighted.
