This capability already exists with the Alerts feature. When you choose to create an alert for 'All records', it is actually basing that on the set of filter conditions currently defined on the form. See the Conditions section of Create alerts for more details.

Line records with attachments need to have an indicator in grids

If a user has attached notes or documents to a sales order header or lines, purchase order header or lines there is no way for other users to see that there is something attached to those orders or order lines.

An attachments count (indicator) was added to forms recently. We have plans to add an indicator for lines records in grids as well, but it hasn't bubbled to the top of the backlog yet. It is great to see the demand for this idea.
