There is some misunderstanding of the system behavior. The experience you have mentioned, can be seen even if you create any other simple discount e.g. 10% off entire store, still it will win over the threshold discounts. This is because the system always evaluates the threshold discounts after the rest of the discounts. However, as a part of 10.0.17, we have released the capability for the Exclusive Threshold discount to compete with the Exclusive non-threshold discounts. But please note, that the behavior or Best price and Compounded discounts remain the same.
